Think of it this way. If you're fairly smart, you're driving less because you're trying not to spend every dime in petrol (there are other, more dime worthy things). When you ARE on the road, you're also driving slower and plotting out your daily travels to reduce how much gas you use. Effectively, smarter folks are taking themselves off the road.
This, of course, means that the idiots are just far more obvious.
(add in the heatwave and you've got yourself a thick sludge of dumb.)
Now that people have stopped paying their mortgages, they've got a lot more money to burn on the little things like gas.

I don't know if this phenomenon is elsewhere, but here in Madison you get confusing people who jackrabbit at stoplights in their Prius Hybrid, which I guess is the fuel-economy equivalent of drinking an Americano.
